Michael Garner is President of Garner & Associates, Inc. Mr. Garner is an EPA Accredited Asbestos Project Supervisor, EPA Accredited Asbestos Inspector, Texas DSHS Accredited Air Monitoring Technician, Texas DSHS Licensed Asbestos Project Manager, Texas DSHS Licensed Asbestos Inspector and a Texas DSHS Licensed Air Monitoring Technician with NIOSH 582 Field Analysis Equivalency Course Training. Mr. Garner serves as G&A’s Texas DSHS Licensed Asbestos PCM Laboratory Manager and participates and is proficient in the AIHA Quality Assurance PAT Program for PCM Laboratory Analysis. Mr. Garner has also completed Confined Space Entrant Training, Mold Contractor Accreditation, OSHA 10-Hr. General Industry Safety & Health Training, Water Survival Training for Helicopter & Offshore Incidents, CPR Training, First Aid Training & is a member of the Texas City Safety Council with Federal Background Clearance and Transportation Worker Administration Credential (TWIC).
Mr. Garner has over twenty years of experience in the asbestos industry across the United States. He has participated in hundreds of asbestos surveys and/or abatement projects including projects for British Petroleum, Devon Energy Offshore, Air Liquide, U.S. Department of Defense, the Texas Department of Transportation, the City of Houston, the Brazos River Authority, Spectra Energy, Time Warner Communications, Spring Independent School District, Clear Creek Independent School District, AMC Theatres, The Walt Disney Company, Houston KTRK/ABC 13, Habitat for Humanity, Memorial Hermann Hospital and Columbus Community Hospital. Michael Garner has assisted in providing Asbestos Training for O&M programs (to include OSHA Class III Asbestos Supervisor/Worker Training) for G&A’s clients for over fifteen years. Michael Garner is an Adjunct Instructor in the Texas A&M University TEEX EPA MAP Asbestos Accreditation Training Program for Asbestos Inspector, Supervisor, and Air Monitoring Technician.
Mr. Garner has lead several large scale asbestos and lead-based paint bulk sampling projects for both commercial and industrial sites, to include Oil & Gas “Asset Wide” Assessments.
Mr. Garner has been a part of several routine Asbestos Health & Safety Program audits and also has extensive experience with catastrophic incidents (explosions, fires, hurricanes, floods, etc.)
Mr. Garner’s Industrial Hygiene background includes Mold, Indoor Air Quality, noise dosimetry for hearing conservation programs, noise surveys, personnel hydrocarbon exposure sampling, area/ambient/personal particulate sampling, area/ambient/personal fiber sampling, respirable dust personal sampling (cyclone, IOM), area/ambient/personal air & bulk asbestos sampling, area/ambient/personal air & bulk lead-based paint sampling, area/ambient air and bulk mold sampling and welding fume exposure monitoring (hexavalent chromium, manganese, zinc, etc.) among several other occupational contaminants. Mr. Garner continues to partner with well renowned Certified Industrial Hygienists. And now that includes the Battleship Texas 2022-23 restoration as team lead of various potential occupational hazards encountered (Yep, that's me posing in front of her rudder while dry docked).
