Mr. Garner is CEO of Garner & Associates, Inc. Mr. Garner holds the first Asbestos Consultants License issued in the State of Texas (105001). Mr. Garner attended the first EPA Asbestos Accreditation Training Course conducted in Texas in 1986. Mr. Garner has been an EPA Approved Adjunct Instructor in the EPA Asbestos Accreditation Training Courses for Texas A&M University TEEX since 1989. Mr. Garner is Lead Instructor for Texas A&M University/TEEX in the US EPA AHERA Accreditation Courses for Asbestos Inspectors, Management Planners, Supervisors, Air Monitoring Technicians and Project Designers. Mr. Garner is an EPA Approved instructor in the Texas A&M University/TEEX EPA/DSHS Mold Inspectors and Mold Remediation Supervisors Accreditation Courses, EPA/HUD Lead-Based Paint Hazard Inspectors and Abatement Supervisors, training courses, the EPA Lead Renovator Certification training course, and Environmental Site Assessment Phase I & II Courses. Mr. Garner also provides instruction for the Texas A&M University School of Public Health in environmental courses. He is a Registered Professional Building Designer, a TBAE Registered Interior Designer, a Certified International Code Council Building Code Plans Examiner, a Designated Environmental Risk Analyst (Phase I & II ESA’s), an EPA Accredited Asbestos Inspector, an EPA Accredited Asbestos Management Planner, an EPA Accredited Asbestos Project Designer, an EPA Accredited Asbestos Abatement Supervisor (OSHA “Competent Person”), an Accredited Air Monitoring Technician, an Accredited Lead Hazard Inspector and an Accredited Lead Hazard Assessor. Mr. Garner also has achieved certification from Texas A&M University TEEX as a Mold Assessor and Mold Remediation Supervisor.
Mr. Garner has more than forty years of experience in construction-related fields, to include over twenty-eight years of experience in asbestos consulting, abatement management and/or environmental consulting. He has participated in over 1,000 asbestos abatement and/or consulting projects on a management level, including projects for Walt Disney World and Disneyland, Duke Energy, PanEnergy, Spectra Energy, BP North American Gas, Aluminum Company of America (ALCOA), U.S. Steel, Walmart, Cargill Incorporated, Quaker Oats, AMC Theatres, Coventry Development Group, Inc., the US Department of Defense, the State of Texas, the City of Houston, the City of Bellaire, City of Pasadena, Harris County, Texas and Spring Independent School District. Mr. Garner has provided asbestos, mold, lead-based paint and indoor air quality inspections, abatement specifications and abatement project monitoring service for the City of Houston for over twenty-two years and TxDOT for over nineteen years. Mr. Garner has provided Mold inspections, remediation specifications and remediation project monitoring service on numerous public and private projects nationwide for over eighteen years.
Mr. Garner was employed by the City of Houston (approximately seven and one-half years) as a Building Inspector, Building Code Plans Examiner and Section Chief in the Engineering Division and he has previous experience as Vice President of PCS Environmental, Inc. and Hazardous Materials Engineering, Inc. Mr. Garner has been approved and has experience as an “expert witness” in local and federal courts for building codes and asbestos issues. Mr. Garner has a positive relationship with regulatory agencies and has successfully negotiated with regulatory agencies on the behalf of numerous Clients to include TxDOT.
Mr. Garner’s construction and environmental related education includes a Civil Engineering Technology Degree and a Building Trades Degree from the Houston Community College (Phi Theta Kappa National Honor). Mr. Garner has a Certificate of Completion in Drafting Technology, Technical, Civil and Architectural from the Houston Community College.
