Mr. Garner is CEO of Garner & Associates, Inc. Mr. Garner holds the first Asbestos Consultants License issued in the State of Texas (10-5001). Mr. Garner attended the first EPA Asbestos Accreditation Training Course in Texas in 1986. Mr. Garner has been an Adjunct Instructor in the EPA Asbestos Accreditation Training Courses for Texas A&M/TEEX since 1989. Mr. Garner is Lead Instructor for Texas A&M University/TEEX in the US EPA AHERA Accreditation Courses for Asbestos Inspectors, Management Planners, Supervisors, Air Monitoring Technicians and Project Designers. Mr. Garner is an EPA Approved instructor in the Texas A&M University/TEEX EPA/HUD Lead-Based Paint Hazard Inspectors and Abatement Supervisors, training courses, the EPA Lead Renovator Certification training course, EPA/DSHS Mold Inspectors and Mold Remediation Supervisors Accreditation Courses and Environmental Site Assessment Phase I & II Courses. Mr. Garner also provides instruction for the Texas A&M University School of Public Health in environmental courses. He is a Registered Professional Building Designer, a Registered Interior Designer, Asbestos Project Designer, a Certified International Conference of Building officials Building Code Plans Examiner, a Designated Environmental Risk Analyst (Phase I & II ESA’s), an EPA Accredited Asbestos Inspector, an EPA Accredited Asbestos Management Planner, an EPA Accredited Asbestos Abatement Supervisor (OSHA “Competent Person”), an Accredited Air Monitoring Technician, and an Accredited Lead Hazard Inspector. Mr. Garner also has achieved certification from Texas A&M University TEEX as a Mold Assessor and Mold Remediation Contractor/Supervisor.
Mr. Garner has more than forty years of experience in construction-related fields, to include over thirty years of experience in asbestos abatement and/or environmental consulting. He has participated in over 1,000 asbestos abatement and/or consulting projects on a management level, including projects for Walt Disney World, Disneyland, Duke Energy/PanEnergy Corp., British Petroleum (BP), Aluminum Company of America (ALCOA), U.S. Steel, Coventry Investment Group, Inc., the U.S. Government, the US Department of Defense, the State of Texas, the City of Houston, the City of Bellaire, City of Pasadena and Harris County, Texas. Mr. Garner has provided lead-based paint inspections, abatement specifications and abatement project monitoring service for the City of Houston for over twenty years and TxDOT for over twenty years. Mr. Garner has provided Mold inspections, remediation specifications and remediation project monitoring service on numerous public and private projects nationwide for over fifteen years.
Mr. Garner was employed by the City of Houston (approximately seven and one-half years) as a Inspector, Building Code Plans Examiner and Section Chief in the Engineering Division and he has previous experience as Vice President of PCS Environmental, Inc. and Hazardous Materials Engineering, Inc. Mr. Garner has been approved and has experience as an “expert witness” in local and federal courts for building codes and asbestos issues. Mr. Garner has a positive relationship with regulatory agencies and has successfully negotiated with regulatory agencies on the behalf of numerous Clients.
Mr. Garner’s construction and environment related education includes a Civil Engineering Technology Degree and a Building Trades Degree from the Houston Community College. Mr. Garner has a Certificate of Completion in Drafting Technology, Technical, Civil and Architectural from the Houston Community College. Michael Garner is President of Garner & Associates, Inc. Mr. Garner is a Licensed Mold Assessment Consultant, EPA Accredited Asbestos Project Supervisor, EPA Accredited Asbestos Inspector, Texas DSHS Accredited Air Monitoring Technician, Texas DSHS Licensed Asbestos Project Manager, Texas DSHS Licensed Asbestos Inspector and a Texas DSHS Licensed Air Monitoring Technician with NIOSH 582 Field Analysis Equivalency Course Training. Mr. Garner serves as G&A’s Texas DSHS Licensed Asbestos PCM Laboratory Manager and participates and is proficient in the AIHA Quality Assurance PAT Program for PCM Laboratory Analysis. Mr. Garner has also completed Confined Space Entrant Training, Mold Contractor Accreditation, OSHA 10-Hr. General Industry Safety & Health Training, Water Survival Training for Helicopter & Offshore Incidents, CPR Training, First Aid Training & is a member of the Texas City Safety Council with Federal Background Clearance and Transportation Worker Administration Credential (TWIC).
Mr. Garner has over twenty years of experience in the asbestos industry across the United States. He has participated in hundreds of asbestos surveys and/or abatement projects including projects for British Petroleum, Devon Energy Offshore, Air Liquide, U.S. Department of Defense, the Texas Department of Transportation, the City of Houston, the Brazos River Authority, Spectra Energy, Time Warner Communications, Spring Independent School District, Clear Creek Independent School District, AMC Theatres, The Walt Disney Company, Houston KTRK/ABC 13, Habitat for Humanity, Memorial Hermann Hospital and Columbus Community Hospital. Michael Garner has assisted in providing Asbestos Training for O&M programs (to include OSHA Class III Asbestos Supervisor/Worker Training) for G&A’s clients for over fifteen years. Michael Garner is an Adjunct Instructor in the Texas A&M University TEEX EPA MAP Asbestos Accreditation Training Program for Asbestos Inspector, Supervisor, and Air Monitoring Technician.
Mr. Garner has lead several large scale asbestos and lead-based paint bulk sampling projects for both commercial and industrial sites, to include Oil & Gas “Asset Wide” Assessments.
Mr. Garner has been a part of several routine Asbestos Health & Safety Program audits and also has extensive experience with catastrophic incidents (explosions, fires, hurricanes, floods, etc.)
Mr. Garner’s Industrial Hygiene background includes Mold, Indoor Air Quality, noise dosimetry for hearing conservation programs, noise surveys, personnel hydrocarbon exposure sampling, area/ambient/personal particulate sampling, area/ambient/personal fiber sampling, respirable dust personal sampling (cyclone, IOM), area/ambient/personal air & bulk asbestos sampling, area/ambient/personal air & bulk lead-based paint sampling, area/ambient air and bulk mold sampling and welding fume exposure monitoring (hexavalent chromium, manganese, zinc, etc.) among several other occupational contaminants. Mr. Garner continues to partner with well renowned Certified Industrial Hygienists.
